The Ministry of Interior has reiterated its commitment to enforcing strict penalties for violations of the Law on the Use of Security Surveillance Cameras in the Kingdom.
Violators will face fines of up to SR20,000 for offenses such as unlawfully transferring or publishing recordings, or damaging or destroying surveillance equipment or recordings.
Additionally:
A penalty of SR500 will be imposed for each surveillance camera or device that fails to meet technical specifications.
A fine of SR1,000 will apply for each surveillance camera or device installed incorrectly as per the Request for Proposal (RFP) guidelines.
Failure to retain recordings can incur fines of up to SR5,000.
This law, which came into effect on October 3, 2022, does not apply to surveillance cameras installed inside private residential units or complexes.
Furthermore, the law strictly prohibits the transfer or publication of surveillance recordings unless authorized by the Ministry of Interior, the Presidency of State Security, a court order, or the competent investigative authority.
The law also mandates that all recordings remain unaltered in the event of a reported incident and must be retained until investigative procedures are complete. Upon request, these recordings must be handed over to the Ministry of Interior or the Presidency of State Security.
